Leaked ISIS Documents Reveal Terrorist Group’s Plans to Set Up Full Government

The 24-page manual includes a blueprint for education, industry and foreign policy

A recently leaked document purportedly drafted by the Islamic State of Iraq and Greater Syria provides details of the extremist group’s plan to set up a fully functioning government in the Middle Eastern territory it controls, the Guardian reported Monday.

The 24-page document reads as an instruction manual for “cadres of administrators” and includes directives regarding education, health care, public relations and even foreign policy.

Titled “Principles in the Administration of the Islamic State,” it appears to have been published in the middle of 2014, soon after the establishment in late June of a “caliphate” in Iraq and Syria by ISIS head Abu Bakr al-Baghdadi.
